Fellows must be a high school senior whose parents or grandparents are a member of NALC in good standing at least one year in any branches in the state of California before the candidate applying for a scholarship to be considered.

The NALC or National Association of Letter Carriers is the association of letter Carriers who are employed by United States postal services. The association was founded in 1889 have a successful record of solving the issues with compelling solutions to the letter Carriers problems together. The association have nearly 2000 locals or branches all across the nation. The association teams up for different issues and offers different solutions.
