The California Hispanic Chambers of Commerce was formed in 1978 when a group of prominent Hispanic members met to address the shortage of company representatives in state departments. Since then, it has been protecting the needs of Hispanic business owners in California, advocating on government policies for the betterment of the community, and making a large-scale presence in the state departments to bring about positive change.

This foundation established the CHCC CAPS scholarship for young professionals who are interested in starting a business through their college degrees. CAPS is defined as Creating A Path to Success. It selects 20 young minds to get intensive all-expenses-paid training for half a week and hone them into becoming the next civic and business cream of the crop. The program, known as the CHC Annual Convention, includes accommodation requirements, travel expenses, and student orientation resources.
