Who is Eligible?
A college student enrolled in Regional Colleges & Universities (Upstate New York and Pennsylvania, ranging from Erie, PA to Utica, NY) or a college student with Upstate New York (and Erie, PA) roots, attending college/university outside the region and have the desire to return upon graduation.
